Where I stand :
The term HARD being applied to the music does not necessary mean fast or thrashy. First of all, hard music expresses hard emotions, feelings etc.
And ultimately it doesn't matter whether this music is performed with crunchy guitars or distorted synths. The same thing with the term HEAVY.
It doesn't necessarily have to recall stuff like KREATOR or something. Heavy music was born to create and reflect basically dark and grim moods.
For that reason I would describe both say RUSH and THE EXPLOITED and SKINNY PUPPY with the compound term HARD'N'HEAVY, though
at first look they all seem to have nothing in common ...
