It has been reported that The Wake Up Bomb is about Oasis. The bands rivalry with Oasis no secret, apparently Michael Stipe was bitter about Oasis taking only a couple of years to get to where R.E.M. had got to in 15 years. At least that's what I heard on Radio 1 - the band deny it all together.
