Wrapped in a hallucination the Question remembers decking a man when he was in junior college for giving him bad drugs. When Vic comes to Tot and his kidnappers are long gone. The only clue he finds is a plane schedule for a flight to Santa Prisca. Acting on a hunch, Vic looks up the man who gave him the bad drugs and finds that he is a DEA agent now. Marty Basin tells Vic a little about Tot's past. Aristotle Roder, boy genius, concocted a tranquilizer which he sold to a pharmaceutical company. The drug company put it on the market without sufficient testing. The drug caused horrible defects and adults became raving lunatics. Basin tells Vic that the gas sounds like a new drug coming out of Santa Prisca. Vic goes to Santa Prisca next. He checks out a 16th century Spanish fort that is more than it appears. He wanders back to the Barrio where he steps in to stop a uniformed man from beating a woman. She shoots her assailant with his own gun. Tot finally meets the man behind his kidnapping. Hector Gomez has built an atomic accelerator with the proceeds from drug dealing. Gomez, also known as the Beast, is proficient at the art of torture. He admits that he is a monster and asks Tot for help.
