The Question #13 Vic Sage is at the scene of a bridge collapse. While the cops do nothing Vic futility risks his life to save a boy on the edge. In spite of his efforts and receiving help from a stranger the boy dies. Myra Connelly Fermin tries to fire the bureaucrat that ignored the report warning that the bridge was unsafe but Union rules protect the man. Vic Sage reports on a series of murders. The last victim it a Hub City Army recruiter. At a demonstration of hand-to-hand combat by a U.S. military team that Vic covers for KBEL four black clad men kill the seven soldiers in front of thousands of spectators. Vic tries to stop them from escaping but he misses his grip on their escape helicopter. Later he makes a connection between the attackers' leader and the man who helped him earlier. With a name in the man's coat Vic tracks down Col. De Beck. He easily defeats De Beck's man but the Question is overwhelmed by the rest of De Beck's men. When Vic wakes up he is buried up to his neck in dirt. De Beck promises to kill Vic.
