Mayor Fermin makes a decision to demolish Hell's Acres, a housing project that epitomizes all that is wrong with Hub City. A handful of drug dealers take exception to the home and place of business being destroyed. They kidnap the mayor and shoot her full of drugs. They hold hostage in the condemned building but their plan backfires when their messenger is killed by the National Guard. Izzy O'Toole asks Vic if he has seen the mayor. Vic goes into the condemned building to look for her. He runs into her captors. He loses consciousness in the struggle with them before they tell him where they are keeping the mayor. He comes to just minute before the building is scheduled to blow. He finds Myra and carries her out through a tunnel just moments before it blows up. Myra and Vic make love by the river.
