The head of illegal gambling in Hub City wants out of the game. Volk goes to Mayor Fermin to surrender evidence on his competitors but when he sees the drunken mayor he walks out. He refuses to deal with Myra as well. Rejected Myra asks Vic to do some snooping for her. She tells her former lover that she intends to stand by her marriage vows even though she was forced into them. Volk refuses to talk to Vic so the reporter pays a visit as The Question. Volk easily captures the Question but senses he is telling the truth when the vigilante explains that he only wants to talk and perhaps help. Volk explain how he was beaten by the Nazis as a boy and left to die. He was nurtured by wolves until he was well enough to move on. Volk sense his enemies closing in on him. He and The Question stop them but Volk takes a fatal wound. Instead of dying the old vice lord's spirit transforms into a wolf. On the strength of the dying criminal's last words Vic travels to Bavaria where he learns that Volk did indeed become a wolf.
