Green Arrow and The Question get involved in a caper that involves multiple Questions running around, the still-mysterious island of Santa Prisca, and a plot to kill all of Hub City. Juarez, a Central American terrorist is going to kill the citizens of the fair town with a deadly gas, and with the Question down and out in Santa Prisca, it's up to GA, Tot Rodor, and Mayor Myra to save the day. Will they?
