Green Arrow stumbles upon a supposed "logging camp" in the woods that turns out to be a front for smuggled weapons and a convention of the Indian nations led, strangely enough, by an Irishman. Within this group is John Butcher, undercover. Recognizing an arrow that Oliver Queen shoots into the camp, Butcher gets away, barely, and heads to Seattle to meet with Queen and Dinah Lance. They discuss the case of Owen Hester, a local lumber baron who was garroted to death with a rubber hose stuffed with razor blades -- IRA style, and then scalped -- indian style. After comparing notes, Queen heads out to meet the Irishman and his Mohawk Indian second-in-command.

Vic Sage, reporter for KBEL Hub City has been following a wild goose for the past three days. Nothing on the IRA gun-running scam has turned up, and he looks like hell. But news about Hester's death ties the IRA in with a radical indian separatist group. Sage traces the ties back to another lumber baron, Sir Arthur Youngblood, who is part indian, seven generations removed. A little investigation reveals that Hester's lumber company was only a subsidiary of Youngblood's. Meanwhile, Queen is having realizations of his own as he's being shot out of a tree by an Irishman with a bazooka.

John Butcher takes his investigation to Canada, to the Mohawk festival. There, he meets Byron Running Deer, a young indian who's frustrated with his people's inability to function in the real world, and their tendency to "live in the 19th century." He's also angry at his father, who refuses to sell part of the reservation to a condominium/golf course developer. Another acquaintance that Butcher makes is Vic Sage, a.k.a. the Question. The two later meet up with Oliver Queen at the Hiawatha Lounge and details of each of the trio's cases come together to reveal a big scheme. Sage and Butcher head out to interview Youngblood at a lumbering site, but apparently one of their questions offended -- Youngblood sends a truck after the two to run them off the highway!

Sage and Butcher leap from the car, moments before it plunges from the side of the cliff. They catch a tree, and although bruised, manage to jump the truck at the next turn of the mountain. Well, Butcher does, and Sage runs down another level to catch his turn. The truck smashes into the cliffside, killing its occupants, and leaving Butcher and Sage left without a ride. Back at the Mohawk festival, Ollie traces a clue back to a florist shop, and Byron Running Deer starts a revolution.

The reservation has been sanctioned off, the mounties and the indians are at a standstill. Sage pulls an Evel Knievel and motorcycles his way across the river to scout things out and get an interview with Running Deer, the revolution's leader. He pulls out a few interesting details, before being escorted back across the bridge. Green Arrow and Butcher sneak into Youngblood's headquarters and find the stash of IRA guns, while the Mohawk uprising distribute some of their own.

Things start to heat up on all fronts, Green Arrow and Butcher fight their way out of Youngblood's compound, although Ollie is forced to break through the blockade in a fiery pickup truck with the Irishman right behind him. Ollie brings things together, explaining to Byron that Youngblood set everyone up because he doesn't want just part of the reservation, he wants all of it. Vic, Butcher and Queen go out to fight Youngblood's men on the bridge, and with the help of a bazooka, they're defeated. Byron Running Deer tells all in a press conference, and Sir Arthur Youngblood, watching it on television, realizes that everything is over in more ways that one.
