Isadore "Izzy" O'Toole never thought of himself as a bad cop. He merely thought that if the system was lousy (which it was), why shouldn't he be lousy as well? On this basis, Izzy was admittedly one of the crookedest -- constantly taking money to look the other way when deals were going down. Walking down an empty street one day, something inside of Izzy changed. As the body of suicidal Bernie Josephson lay on the sidewalk with thieves going through his pockets, something inside of Izzy changed. "I'm a cop, this is what bein' a cop is," he told the pickpockets as he drew his gun. But as he advanced, Izzy slipped up and would have been a goner if it weren't for the intervention of a faceless man whom he later came to think of as his guardian angel. Soon, The Question saved Izzy's life again, as a pair of delusional criminals going by the names of Butch Cassidy and the Sundance Kid tried to bomb his apartment. Izzy barely got away with his life, but with the help of The Question, his attackers were brought to justice. Izzy became the "only lawman worth a fart in a windstorm" in Hub City, and became Mayor Myra Connelly's chief enforcer. Even as things went bad in the hellhole known as Hub, Izzy stuck by his mayor and his town, eventually even learning the identity of his "guardian angel."
