CHARLES HOLLAND LEAVELL
Charles Leavell: A man with a vision and the legacy he leaves behind
by Barbara Peterson One of El Paso's shining stars faded this month with the passing of businessman, developer, builder and civic leader Charles H. Leavell.
Yet his legacy will continue to shine over the city and around the world in the construction projects that bore his mark from business and industrial complexes to dams, missile bases, waterways, bridges, power and utility plants, office and academic buildings, sewage treatment plants and hospitals.
Much more than just a builder, Leavell was part of the fabric that makes up El Paso history.
His projects include Bassett Center, Kern Plaza, New Mexico State's Pan American Center, UTEP's education and engineering building and State National Bank's downtown tower as well as works on White Sands Missile Range.
Farther afield, his construction legacy is found in the Bahamas and Mexico, Africa, Europe and Southeast Asia.
He had many interests away from the office, including 30 years as Honorary Royal Thai Consulate General - issuing travel visas from his El Paso office to those en route to Thailand.
Always involved The awards, certificates, and honorary memberships could easily overflow the top of one of his large drafting tables. He was named El Gran Paseño, and received the human relations award from the National Conference of Christians and Jews. He was a director of State National Bank and the El Paso Cancer Treatment and Research Center. One of his favorite organizations was the YWCA. He and his wife led a campaign to raise funds for the building that bears her name.
He also enjoyed his work on UTEP's advisory council and served as a director of the Lee and Beulah Moor Children's Home. His love of fine art drew him into taking an active role with El Paso's Museum of Art.
Charles Holland Leavell was born in El Paso in 1911 - a time when the West was still wild. Pancho Villa roamed the streets; Fort Bliss had just attained cavalry-post status; and President Theodore Roosevelt stopped by Cleveland Square long enough to make a speech about babies being one of the Rio Grande Valley's finest crops.
Born the only son, one of four children, to El Paso real estate developer and rancher Charles Sr. and his wife Mabel Walton, young Leavell was plagued by health problems. A misdiagnosed bone ailment led to the surgical fusing of his hip bone at age 3. He grew up compensating for a limp and chronic back pain caused by his uneven legs.
It didn't slow him down.
"His father had said to the family, 'This will never be mentioned in the family again. He is a perfectly normal little boy,'" said Mrs. Leavell. "I think that's part of what made him such a personable person."
"No matter whom he met, they loved him," she said.
Being outgoing and friendly "was his way of overcoming it," added his daughter Mary Lee Pinkerton.
A visionary "I think it made him into a man of great strength and vision," said his niece, Jody Schwartz. "But he didn't just dream. He made it happen. He was only 5-foot-3, or 4. He wasn't large, but he seemed like he was."
The family is full of stories of how Leavell attracted scores of new friends over the years.
One time, seated at the bar of a London hotel, Leavell noticed what he took to be a big cowboy walk into the room.
"Pop called out, 'Hey, you look like a rancher,'" recalled Pinkerton. She said the pair struck up a conversation, and her father found out the man was a sculptor from Zimbabwe. The Leavells ended up in the man's studio, investing in sculptures and in a friendship that would last a lifetime.
Shirley Leavell said dinner parties often ended with strangers coming up to her and telling her how lucky she was to have such a kind husband.
It was at a dinner party where he met best-friend Tom Lea and his wife Sarah nearly 50 years ago. Leavell was a great admirer of Lea's art, some of it displayed throughout his company headquarters.
"He was a most generous, wonderful friend." Sarah Lea said.
She described fun, adventuresome days of old when the foursome would travel to places like South America and Alaska.
His international building company took him around the globe.
A 1929 graduate of El Paso High School, Leavell went off to Stanford University in pursuit of a degree in electrical engineering. Though not the only university he was accepted to, he chose Stanford, where he excelled academically while managing the football team, swimming competitively and immersing himself in fraternity life. He remained a big supporter of the university, which later became his children's school.
After graduating in 1933, Leavell wanted to pursue a master's degree, but he was called back home to look after his family after his father died.
Charles meets Shirley Coming back to El Paso is what made his path cross with Shirley Terrell. The Terrell and Leavell families had been close, but, with Shirley off at school in Boston, the pair had never met.
The Stanford graduate was told by his mother to take Miss Terrell out and show her the town. The 25-year-old complained that 19-year-old Shirley was too young for him, but he took her out anyway. Two years later, they were married.
Shirley Leavell said if her husband heard her telling this story now, he would say, "Well, don't make it dull. Embellish it, honey."
A born storyteller Telling stories was one of his passions. Devoting time to his family was another. His spontaneity is remembered by his daughter and niece who tell about how he would drive up to their house in the company stakebed truck and send out a cattle call to all neighborhood children and parents to attend one of his impromptu desert picnics. The day would end with Leavell scaring the wits out of his junior picnic-goers with ghost stories in front of a campfire.
"He had such a commanding presence, such a beautiful voice," said former picnicker Schwartz of her uncle. "He had this amazing zest for life. He was always looking for an adventure. What he did with his life would fill 10 lives. He lived life to the fullest until almost the day he died."
An avid outdoorsman, Leavell was in his element when hunting, fishing, or horseback riding. When his children were barely out of grade school, he taught them to fly fish in the backyard pool.
His 4UR ranch in Colorado was a favorite destination during his semi-retirement years. Big parties were thrown each spring for any number of his foot-long Rolodex full of friends and acquaintances.
"The loves of his life were my mom and his ranch," Pinkerton said.
Even in his final years, as worsening back pain closed in around him, he continued to find ways around his hardship to lead the lifestyle he loved. He could be found maneuvering around the banks of a lake to keep reeling in those fish. Told he couldn't do something made him try all the harder, like the Leavell's final travel adventure to Saudi Arabia a couple of summers ago. He was informed he could not go, since his bad back made it impossible for him to travel by the required city bus. So he rented a Saudi car and followed the bus, stop-to-stop.
His zest for life is what made him opt for bypass heart surgery, even though doctors advised against it because of his age.
Shortly after the October surgery, he had a stroke. Through it all, he looked toward the future, planning fishing trips and a Paris getaway.
Those last dreams, his family noted, were the few he was not able to fulfill.
His long-time secretary, Lori Andrulis, said Leavell always liked coming to work on New Year's Day to "get the year off to the right start." Continuing to work for him and provide weekly reports and updates as he tried to rebound from his surgery and stroke, Andrulis tried to get him interested in his traditional Jan. 1 work ethic. But he was too ill at that point to rally back.
"He was more than a boss. Talk about a role model," Andrulis said. "He lived life to the fullest, which is what he did every day. I can't imagine he had any regrets when he met up with St. Peter. There would be no 'Should have, would have, could have.'"
Leavell had worked for El Paso Natural Gas and the International Boundary Commission before founding the construction firm of C.H. Leavell & Co. in 1938. Shortly after, he founded Texas Homes Inc., one of the Southwest's largest land development companies.
Baptism by success "I remember Charles went out with a pen and pencil and a slide ruler to make a bid, and he got it," recalled Shirley Leavell of her husband preparing to land his first major job - the building of Deming Air Force Base in 1942. He won the bid, a joint venture with Lee Moor and Tom and Davis Mayfield. He called this project his company's baptism. He said the $200,000 profit he took home from Deming was more money than he had ever dreamed of at the time.
The construction operation was sold in 1976, and C.H. Leavell became The Leavell Company, an investment and real estate management firm. Despite his company's international status, the Leavells never moved away from El Paso.
Mrs. Leavell said early on they talked about moving to Dallas but decided to stay on in El Paso. She said they never regretted the decision.

MARIE LEAVELL
LEAVELL, MARIE (ca. 1906-1952). Marie Leavell, fashion-store owner, was born around 1906 in Evansville, Indiana. She apparently moved to Dallas in 1920 with her family. She lived in New Jersey after her marriage, then returned to Texas in the late 1920s after her husband's company closed. During the Great Depression, Leavell, who had never worked outside of her home, determined to survive the times by selling clothes from her living room in Dallas. At the end of the decade she invested $500 to open her own dress shop, and within a year she had made a net profit of $15,000. A few years later she moved her shop to the exclusive Highland Park area in Dallas. In 1949 she opened a second, larger store in a new Dallas shopping village on Lovers Lane; she eventually closed her Highland Park store. She aimed to provide direct competition to Dallas's best-known couture fashion store, Neiman-Marcus,qv by providing quality goods and specialized service. She succeeded largely through word-of-mouth advertising from satisfied customers. Leavell promoted her store more than herself; she was rarely photographed, but her name was known throughout the nation's merchandising circles as well as by her devoted customers, many of whom had the luxury of extravagant clothing budgets. Her abilities with her own store enabled her also to become part-owner of a large international fashion store, the Jane Engel Company. Marie Leavell suffocated after an accidental fall in her Dallas home on February 8, 1952. She was survived by one son and one sister. After a service at a local funeral home, her body was cremated. Leavell's son, John, inherited his mother's business. In the 1970s a Marie Leavell men's store opened, and the women's store added several specialty services. Into the 1990s the Marie Leavell store on Lovers Lane continued to be synonymous with exclusive clothing in Dallas and beyond.

SQUIRE LEAVEL

Autobiography of Judge Nicholas Sandifer
Copied from Volume 60, 1962, KENTUCKY REGISTER, found on pages 167 through 182
I was now serving my second term as judge, and I notified my friends that I did not want the office again. They gave me the nomination anyway. When notified, I told them that I would very much prefer not to make the race that I would not electioneer for it, and further, that Captain Willis, an uncle of ex-Governor Bradley, and my opponent, was a man well qualified for the office. They insisted that I make the race, and the following Monday Squire Leavel, an old friend, came to my office and told me that Captain Willis had been to see him and showed him a paper containing a list of names, and claimed to know how every man in the county was going to vote, and that he had beaten me by 175 votes. Leavel said he was very sorry for it. I studied a few moments and said that he need not fear, that I would beat Willis. I had been judge of the county for eight years, and during that time I had become acquainted with every prominent man in it, and I knew the sentiments of the leading men of the county and their influence. I then took a piece of chalk, setting down on the wall what I thought the vote would be. On Monday the election came off, and in the evening, about nine o'clock, Jesse Yantis, the sheriff, got up and cried the polls. I had beaten Willis by 206, with(in) six votes of the calculation I had made.
