The Red Ribbon Army is a small legion led by Commander Red. Because he's short, Commander Red is searches for the dragonballs to wish himself more height. Their quest for the dragonballs inevitably sets a course for Goku, who brings their destruction. Black is one of very few African-Americans to make an appearance in Dragonball. He later overthrows Commander Red with execution and declares himself the new head of the Red Ribbon Army, Although Goku defeats the army shortly thereafter. Tao Pai Pai isn't really a member of the Red Ribbon Army, but a mercenary used to take care of some problems. To his credit however, his name does match the color motif you have probably noticed by now. Later in the Z Series, The Red Ribbon Army is recreated by a scientist known as Dr. Gero, who plans to get revenge for the damage Goku has done. Goku was studied and Gero constructs androids for Goku's defeat, although ironically, Goku and the Z Warriors defeat every android.
