Usui was in the bakamatsu when he was blinded. During the Bakamatsu Usui was engaged in a fight with Shishio Makato and for Shishio to win he blinded him. Usui was left for death but somehow he awakened, he windered aimlessly when he heard the sound of running water. Usui ran towards the water and began drinking when he realized that he heard the water from such a long distance, thus the ShinGan was born.
Usui is also known as one of the three stronger ones of the JupponGatana. His ShinGan reveals what the body is doing from the inside like what is the state of the heart and what muscles are contracting so he can tell what the person is doing. Basically instead of sight he uses an advance sense of hearing. Personally not one of my favorite characters because of his cock-sure way he acts way over confident, and then he gets the smackdown on his ShinGan by Saitoh Hajime feeling out Usui's style with just his intuition. Then he toys with Usui before finishing him off it only proves how cool Saitoh is.
