Old Business

Due to the number of new people and some new teams, Joe Mees asked for introductions and reviewed that each team was allowed one vote for their women's squad and one vote for their men's squad. Team with only one gender, receive one vote.
From October 2001, Molly Brannigan (Berkeley) was going to look into the proposal for changing SWJRA's to a 3 day schedule in hopes of shortening each race day and keeping athletes out of the hot Sacramento sun. The coaches thank Molly for her time, but at this time a 3 day schedule does not seem appropriate to the region.

Race Schedule

New/old 4 week schedule round-robin from Oakland Strokes.
Rotation of weeks each year so week #4 from Spring 2003, becomes week #1 in Spring 2004.

SWJRA Race Schedule

New schedule with changes from October 2001 meeting seemed to help shorten both race days. Good amount of breaks for referees and athletes.

Venue

CSUS provided stake boat workers. There was some discussion on the $6 entry fee and other mumblings but Sam Sweitzer from CSUS informed us that CSUS is trying to provide more professional contracts to everyone and we should only see improvements in the future.

Proposal for Seedings for SWJRA's from Marin

Motion to use the results from League Races, SoCal Cup Races and San Diego for seeding events at SWJRA's.
Events to be seeded: V8, JV8, LT8, N8, 1x, 2x, 4x

Proposal for Change to Lightweight Weigh-Ins from Oakland Strokes

Change the weigh-in schedule as follows:

LT4: Weigh in Friday PM or Saturday AM before any racing begins
LT8: Weigh in Saturday PM or Sunday AM before any racing begins

Reason: At Nationals weigh in occur 1-2 hours before racing and being able to weigh in a day ahead is unfair to the true lightweights.

Proposal to have wrist bands given to all athletes that successfully weighed-in for lightweight races (Oakland Strokes)

Reason: There were rumors for teams weighing in one athlete and racing a different athlete

On the topic on cheating or dishonesty: From the SWJRA 2002 regatta, there were many rumors of dishonesty. The coaches and stewards of this region can not allow for teams to have unfair advantages over other teams. Oakland Strokes and St. Ignatius proposed that the Board of Stewards should be empowered to investigate possible incidents of cheating and have three levels on consequences:

If cheating is found during the course of the regatta, the cheating team should be disqualified from the event.
If cheating is found after completion of the regatta, a letter of reprimand to the team's administration should be sent as well as any medals should be returned and the team will forfeit that result.
In all cases a letter should be sent to the team's administration.

There was a concern that the Stewards should be sure that the cheating is blatant and not just a coaches oversight of someone new to coaching or new to the region.

Motion ACCEPTED: 24/4 Stewards are empowered.

Proposal of Consequences for Trophies not being returned for SWJRA's

Motion to not allow a team to race if that team has not returned a trophy from the preceeding year.
Motion ACCEPTED

Proposal that all USRA individual memberships must be done by April 1^st and if athletes are not a member by the Friday before racing, that are not eligible to race by Marin

Junior National Committees

Junior Women - Molly Brannigan (Berkeley)
Testing changed to 4k's in the winter, 2k in Feb, Mar and April
ID Camps will be two weekends at ARCO. Athletes need to provide 5' video tapes and scores
Selection Camp for Junior National Team will be at ARCO (San Diego)
Junior Men
Juniors are receiving more funding from USRA
Development Camp at Sac State with Sam Swietzer went well.

League Scheduling

A new/old round-robin league schedule was proposed by Oakland Strokes. Involves only the Northern teams since the So. Cal teams already have a schedule in place
Proposal: Over 4 weekends, all teams will have at least race each other.
Weekends: Race weekends will be: 3/8-3/9, 3/22-3/23, 4/12-4/13 and 4/26-4/27. Racing teams can decide which day, Saturday or Sunday they would like to race as well as the race location, i.e. Home Team.
