The most common formats for creating music on computers are MIDIs and MODs. The quality of MIDI files is very much dependent on the output sound device's capabilities, mainly the software wavetable used to synthesize the actual sounds of each instrument as the only the music sequence is stored in the MIDI file. For PCs with low-end soundcards, a good software synthesizer such as Wingroove or Yamaha XGPlayer can dramatically improve the sound quality of MIDIs.
Good sites for MIDIs include NonStop 2K for dance MIDIs and CMIDI for Chinese MIDIs.
The MOD format is less commonly seen nowadays but is still a popular format for original music (mostly instrumental tunes). A good place to start looking for quality MODs is MODArchive. XMPlay is a excellent player for MODs and other music formats.
MAZ Sound is a great place to look for software such as MIDI software synthesizers, music creation tools and other music-related software. Saiko, a "Realtime Electronic Music Synthesizer" which can create electronic tunes without the need to enter any notes, can also be found there.
