The use of administrative authority is most notable for the US possession of Samoa. While the political status is a US dependent territory, the agency of administrative authority is thus exercised by the Office of Insular Affairs, US Dept of Interior. The Secretrary of the Interior is the governor of the cession which is an unorganized and unincorporated terrtory. The judiciary in Samao is an executive fiefdom in the legal exercise of any executive, legislative, and judicial branch powers in the federal territory. The Samoan Constitution is a legislative act of these executive powers and is not a constitution of an organic act for territorial powers of Congress. These powers of administrative authority have been touched upon and modified by some Congressional legislation for Samoa, but nonetheless judiciaries in the territory are executive "judicial powers". |
