This is the Underground Rogues Society Charter as of 11/98
Statement of Purpose:
As rogues we want a lifestyle that benefits and
enriches our existence in Greece and is appropriate for our profession.
The
Underground Rogues' Society strives to enhance
the benefits and skills necessary for the rogue profession through fraternity
andincreased involvement in the affairs of Greece. The Underground
Rogues' Society offers guidance to new rogues seeking to find a place in
Greece. The Underground Rogues' Society offers a haven for rogues.
Statement of Governing:
Since it is the belief of the Underground
Rogues' Society that no rogue should rule over another, the Underground
Rogues'
Society is a constitutional oligarchy
with a Council of Five to represent and uphold the interests of the Underground
Rogues'
Society, handle any business with the
local government, and to keep the peace within the Underground Rogues'
Society.
The Council of Five consists of a Head (president), an Arm (secretary), a Hand (treasurer), and two Voices (advisors).
Each officer of the Council is a member
in good standing with the Underground Rogues' Society and is on the Council
for life
until death, retirement, resignation,
or is found to be unfit as it pertains to this section.
The Head (president) manages and oversees all
affairs concerning the Society. The Head is responsible for the agenda
of the
Society. The Arm (secretary) keeps
a record of all events, meetings, membership, history and any other necessary
paper work of the Society. The Hand (treasurer) handles all finances
of the Society, keeping an accurate and up-to-date record
of all transactions to be made available to members
at each scheduled monthly meeting. The Voices (advisors) are to advise
the
Council and Society and insure a balance of power
within the Council and Society.
New Council officers will be nominated by the
remaining Council officers and voted upon by the members through an e-mail
vote within a stated time frame. In the
event the Head position is vacated, it shall be filled by a sitting council
officer as agreed
upon by all officers, including the newly elected
officer. The newly elected officer will then take the position vacated
by the new
Head.
If at any time, a council officer is deemed
to be unfit to continue in his or her duties for any significant reason,
an inquiry will be
initiated by the remaining Council officers.
If it is determined that there is sufficient cause to do so, a vote of
"no confidence" will
be undertaken of the entire membership.
If said vote finds the accused unfit to continue in office by a margin
of no less than
66.6% of the total votes,
the accused will be stripped of official status and a new officer will
be installed as per charter
guidelines. Nothing in this section
shall prevent the accused from due process and a hearing, if requested
by the accused, will
be granted.
The Council will be able to appoint any
member to a temporary Leg position to help with or lead events. The position
will only
last for the duration of the event and
can be appointed or revoked at anytime as needed by the Council. Even though
the Leg is
acting under the authority of the Council, they will have no voting rights
within the Council itself.
**Bylaws**
I. Name:
The name of this unofficial organization
of Greece is the Underground Rogues' Society, hereinafter referred to as
the "Society".
II. Benefits:
Benefits will be initiated by the Council on a monthly basis.
Any other benefits will be as allowed
by the local government. The bylaws concerning Benefits will be amended
at that time.
Non-rogue spouses of members
will have restricted access to benefits of the Society (The Council will
determine what
benefits), but have no voting powers within the Society.
III. Membership Requirements:
The first membership requirement is that
your profession is that of a rogue. If your profession cannot be
determined because
you have your profession
hidden you may be refused until such time as your profession can be determined
as rogue.
Non-rogues cannot become members the Society.
The Underground Rogues' Society does
not discriminate against race, color, sex, lifestyle, nationality, religious
beliefs, or
political affiliations.
All eligible members will be encouraged to take a ward to sponsor. Sponsorship guidelines will be as follows:
A sponsor must be member of the Society
for at least 2 months, must be in good standing with the Society and must
be at least
level 10. A ward can be level
1, but cannot be accepted as a member until level 5. The sponsor
should take their ward
hunting, show them around Greece, answer any questions, and show them the
ways of the Society.
When the sponsor feels their ward
is ready, the ward will e-mail their sponsor with the reasons why they
want to join the
Society and what they have to offer the
Society. The sponsor will then forward the e-mail to all Council
officers along with
his/her endorsement of the ward.
A final determination will be made by the Council. If the Council
accepts the ward, the
sponsor and ward will then be e-mailed
with the time and date of the next scheduled official meeting where the
Council will be
able to initiate the new member.
Any other requirements will
be the minimum as set forth by the local government. The bylaws concerning
Membership
Requirements will be amended at that time.
IV. Initiation:
A rogue wishing to become
a member must have read and understood this Charter, and then be required
to show an
understanding of having read it.
If the rogue passes all the membership requirements
they will be inducted into the Society by a member of the Council of Five
with the witness of two other Council members.
Initiations will take place at the beginning of each official Society meeting.
V. Membership Dues:
Membership dues are payable to the Hand (or a Council officer acting for the Hand) at each scheduled official monthly meeting.
If a member is delinquent on their dues:
the first month they will receive a warning from the Hand, the second month
will result in
a 2 dinar penalty and a suspension of voting
privileges and benefits, and the third month a hearing will be called by
the Head. If
needed, other arrangements can be
made through the Hand to pay dues. Dues will be determined by the
Council and are
subject to change as needed by the Society.
VI. Expulsion of Members:
Any violation of the bylaws is subject to the decision of the Council of Five.
The member in violation of the bylaws may
request a hearing so that they may have the opportunity to defend themselves.
A
hearing will consist of at least three
Council officers acting as a judicial panel in a closed-door meeting with
the accused and
pertinent witnesses if any. The decision
of the panel is binding and final. Using the Society as a reason
to violate Simutronics'
Policy is cause for immediate expulsion without any kind of notification
or hearing.
VII. Contributions:
Membership contributions to GENERAL FUNDS and ENDOWMENT will be considered donations to the Society.
Purpose of GENERAL FUNDS and ENDOWMENT:
The General Funds can be drawn upon by the Council of Five for
Society expenses. The Endowment
can never be drawn on, but continues to grow in size. It's purpose
is to accrue interest
which is deposited into the General Funds.
Members are not required to contribute to GENERAL FUNDS or ENDOWMENT.
Contributions do not entitle a member to special privileges.
Contributions must be reported to the Hand so that possible discrepancies in the accounts (system) may be found and clarified.
Non-members sharing the views of the Society may make donations via any
Council officer.
VIII. Operating Procedures:
Apart from amendments to these bylaws,
decisions concerning the Society as a whole will be voted upon by all the
members
present and passed with a majority
vote. At least two Council of Five officers must be present to witness
and verify any
decisions passed by members of the Society.
The bylaws can be amended with a
hearing to propose and discuss the amendment. One officer will need
to be present to
witness the proposal. The proposed
amendment will then be voted upon at a second meeting. The amendment
will be passed
with a majority vote of all members present
and four Council of Five officers must be present to approve the new amendment.
All five Council officers will decide on the final approval of the amendment.
When an immediate decision
has to be made concerning the Society as a whole, all Council officers
present have final
decision-making power in the matter.
In a case where this Charter is either unclear
or deficient in its content, the Council will reserve the right to exercise
its powers to
judicate matters.
IX. Symbols:
A red hand on a background of black.
A red hand for the hardships
we have faced as rogues and a black background for the shadows we all now
call home.
How to Join
The first thing you need to
do when you are considering joining is to read the Charter; it's very important
to believe in the goals of an organization if you intend on joining its
ranks. If you agree with it's general goals and willing to
put some time into helping
the Society, look for one of the
members in the lands. They can tell you more about the Society in
general. If you like what you hear, ask that member if he or she
can sponsor you. If they can't due to legal restraints, they can
point you to a member who can. Please be patient as the Society is
still in it's infancy and there aren't that many members out there yet;
new members are getting in on the ground floor even now. . . do you have
