"low grade FEVER"

It seems clear that generally a cool cloth is provided when a "mild or low grade fever" is present.  Low-grade fever – 99 to 100.9 degrees (37.3 to 38.3 Celcius).

 Fever has been defined as a body temperature elevated to at least 1°F  above 98.6°F/37.0°C) or slightly  < 38.0°C  at  approximately 37.8°C,  indicates of  a low grade fever.

Optimum temperature range in which most bacteria grow is  37.0 C. They grow best at human body temperature (98.6° F, 37° C) and can divide 2 to 3 times per hour. In ideal conditions (i.e. in the presence of moisture or sugar  at 37°C) bacteria will grow and multiply by dividing  x2 every 20minutes. After 6 hours, in ideal conditions, one bacterial cell could become 131,072  bacteria.

CAVEAT: Temperature often does not respond to infection or toxic agents.
