Prologue

The Mayor of Washington, D.C. and his deputy mayor are watching the nightly news and see a police operation being conducted in Newark, NJ.  In an interview, the Commissioner of Police Jack Mannion is asked what his secret is.  The Commissioner tells the audience that he can cut crime in half in any city in America if given the chance.  The Mayor and Deputy Mayor decide to do just that.

Cut to the Mayor's office in Washington, D.C.  The mayor is skeptical about bringing in a white police officer over his current Deputy Chief of Police, Joe Noland.  The mayor is afraid that it will just make things worse.  Deputy Mayor Mitchell convinces him otherwise and sets off to Newark to persuade Jack Mannion.  After some prodding, Jack Mannion agrees and arrives in Washington with his public affairs director, Nick Pierce who isn't as sure about this as the Chief.

After arriving in his office and getting a briefing about how the police system works in D.C., Mannion tells his assistant, Officer Nancy Parras that he wants a report from every district every morning detailing all of the crimes that occured in that district the night before.
