James Horn works with the Portland Oregon Police Department. He was a candidate for the MillenniuM Group when Frank was sent to work with him on a case involving several brutal homicides. He was going through a divorce and could not work the case without taking the crimes personally. He had a breakdown and almost cost the police and the Group the case by going after the killer himself.
