Assistant Director Walter S. Skinner is Fox Mulderīs and Dana Scullyīs supervisor. He is an ex-Marine; stern and demanding. His strict insistence on by-the-book investigate techniques often puts him at odds with Mulder, whose unorthodox techniques grate on the senior man. Skinner gets frequently visits by a mysterious Cigarette Smoking Man, but the exact relationship is ambiguos at best. Although Skinner once shut down the X-Files section on "orders from the above", he later reopened them on his own authority and they have since stayed open. Skinnerīs relationship with Mulder is equivocal: while the younger agentīs methods and irreverent manner exasperate him, he has found many ways to support Mulder even against the Bureauīs hierarchy.
