 I don't think it will matter. They're all maturing so they don't need Giles as an authority figure. And they're smart enough to tell that the Watcher's Council is made up of morons. Willow might make a few clumsy comments, Cordelia a few rude ones and Xander will probably jibe him about it.

I figure either he or WB want him him off the show so this is the first step.  He's a great character and  a wonderful actor.  I also like the character's relationship to Buffy, the kids, and Joyce.  I want him to stay.

I think he'll do something and keep being her watcher - maybe Buffy can semi-retire and let Faith officially take over while she battles on a smaller scale (college is more work than Sunnydale).
