Mr Raines is another Centre psychologist, who was in charge of a Pretender. Mr Raines monitored Kyle, Jarod's brother as well as Angelo, the empath. He kept Kyle in Sub-Level 27 after his release date and used negative      re-enforcement to turn him into a sociopath. Mr Raines will do anything to get what he wants. He has to use an oxygen tank to breathe, which Sydney shot to prevent him from killing Jarod. Raines is involved in most of the strange  projects at the Centre, including Miss Parker's brother's transport away from his parents, cover ups and the        devastation of Angelo's mind.
