Any contestant who participated in the Miss Universe pageant from 1980 up to 1997, winners, finalists, or non-finalists, were elegible to be voted. Each voter entered his/her top 10 choices for each continent in order of preference. Girls ranked as number 1 got 10 points, #2=9points, #3=8... #10=1. The ten candidates who had the highest scores in each continent made up the group of 50 semi-finalists. Since there were a tie for 10th place in Asia, there were 11 finalists.

For example:

It means that Miss Namibia 92 (Miss Universe 92) got a total score of 259 points and was first in her country. Miss Namibia 94 scored 106 and was number 9 in Africa, which means that she also made it to the next round. In third place was Namibia 93, with 16 points, who didn't make it, and so on...
