1) Monitor, verify, and enforce as necessary the provisions of the Military
    Technical Agreement in order to create a safe and secure environment.
2) Provide humanitarian assistance in support of the United Nations High
    Commission for Refugees (UNHCR) efforts.
3) Enforce basic law and order until this function is fully transferred to the
    appropriately designated agency.
4) To establish and support resumption of core civil functions.
