I couple observations:
Although there are a lot of ways to play out this scenario, I believe the key for the Fed to win is to cripple the PCs early in the game, thus forcing them to leave the map. The odds of crippling the Tholian CA with an alpha strike are slim. But, Colin almost did it :) Once the PCs are out of the way, the FED just has to reinforce, pump some ECM, and keep the transporters fired up every turn. Charging photons after the first alpha just takes to much valuable power that can be used better elsewhere. Who cares if the FED takes a bloody nose; as long as he picked up 10 crew units and leaves the map without being crippled, he wins. With all the labs, the Fed can always EDR any internals, at the cost of much power though.
The FED is at a good position by starting at WS III. Two shuttles prepped for special duties gives the FED a great advantage. Something that Colin did.
The web generators are almost useless in this scenario. Charging them is a waste of power in my opinion.
Ground combat is the only real way to stop the Fed from beaming them up. The Tholians definitely were prepared for the melee. The GBSs were probably the best unit used. But, unfortunately, the FED has a larger force to defend with. Thus buying the FED some time to beam them up every turn.
Why did the FED lose this scenario? Once the Tholian CA punched a hole in the FED shields, the high maneuverability and phaser power of three Tholian ships allowed them to pick at down shields on the FED. Mizia had great affect!
