"At the close of Y171, the Klingon Emperor believed that the Federation could be defeated if the Romulans could be induced to attack. To this end, The Klingons sent one of their highest ranking Generals as an ambassador to address the Romulan Senate.
The Klingons took the General through the Federation-Tholian Neutral Zone, skirting the territory of the Tholian Holdfast. But just as they contacted the Romulan patrol, they were intercepted by a Federation CC."
NUMBER OF PLAYERS: 3 (1 Klingon, 1 Federation and 1 Romulan)
INITIAL SET UP:
Terrain: All territory below the xx30 hex row is Tholian territory. Any ship entering this area, even if pushed by tractor, is considered destroyed immediately.
Federation Force: CC+ (A) in 1712, heading C, speed max, WS-III.
Klingon Force: D7N (B) with 1 Z-1 in 0126, heading B, speed 5, WS-I.
Romulan Force: K5R (C) in 4222, heading F, speed 5, WS-I
SPECIAL RULES:
Map: Use a floating map, keeping track of the Tholian boarder.
Federation unit can only disengage in direction A.
The Klingon can only disengage in directions B, C, E or F; however it cannot disengage by any means in direction B or C unless one Romulan crew unit has transferred to the Klingon ship.
The Romulan ship can only disengage in directions B or C.
Shuttles and PFs: No shuttles have warp booster packs.
MRS shuttles may be purchased by the Federation or Klingon ships only.
Commander’s Option Items:
Each ship can purchase commander’s options items up to 20% of the combat BPV. See (S3.2) for details and exceptions. Note that whatever is spent here counts in the victory conditions as victory points for the enemy.
All drones are medium, speed 20. Each drone armed ship can purchase special drones up to the racial percentages as commander’s options.
Refits: The D7N has the UIM refit. The CC has the plus and AWR refits. The K5R has the B refit. No other refits are available and cannot be purchased with commander’s options.
Allies: The Klingon and Romulan ships are allied and cannot damage each other in any way
Ambassador: The ambassador occupies one of the senior control boxes on the D7N. This must be noted by the Klingon player during EA.
If the last box of the group of boxes specified as the location of the ambassador is destroyed, the ambassador may be injured or killed. The moderator will roll a die. A result of 1 indicates the ambassador has been killed, while a 6 indicates he has been injured.
If the last control box of the group is destroyed, the ambassador must move to the next senior control station. If the ambassador is injured 3 times, he will be considered killed.
The ambassador cannot be killed by hit and run raids directed against him personally, but if such a raid destroys the box he is in will cause another die roll by the moderator to determine his injury.
The Federation player has no way of knowing where the ambassador is on the ship and won’t know if he has been killed or injured.
VICTORY CONDITIONS: Use the modified victory conditions. The Klingons receive a 100 point bonus if the ambassador disengages on a Klingon or Romulan ship in direction B or C. The Romulans receive a 100 point bonus if the ambassador disengages on their ship in direction B or C. The Federation receives a 200 point bonus if the ambassador is captured, 100 points if he is killed.
