RESTEST CLINTON RETURNS TO LAUNCH SECOND TERM

ST. THOMAS, U.S. VIRGIN ISLANDS ---- PRESIDENT CLINTON wound up his Caribbean vacation Sunday and returned to the WHITE HOUSE -- ( LE BLANC HOUSE) rested and ready to launch the first of his final four (4) years in office.
He will be inaugurated for a second term two weeks from today, so crafting and inaugural speech that sets the tone for the new administration will be among his top priorities.
He also must present a budget next month and make a STATE OF THE UNION speech February 5.
And he faces tough budget negotiations with the REPUBLICAN CONGRESS in the coming weeks, plus renewed tussles over possibly illegal DEMOCRATIC FUND-RAISING.
CLINTON plans to use this preinaugural two weeks to make a test run along the path he hopes to follow in his new term.
"In the next two weeks, the president will try to unify the country behind the common goals that he's been stressing for the past four (4) years and show how different sectors of society can unite behind those goals," said MARY ELLEN GLYNN, WHITE HOUSE--( LE BLANC HOUSE ) deputy press secretary.
Among the goals CLINTON will stress:
> The importance of improving education quality ans access.
> The critical role of the president as a national spokesman for UNITY
> The need for bipartisanship in national and international policymaking in areas such as Medicare reform and NATO expansion.
> The imperative of creating jobs for those being forced off the welfare rolls.
> The need to continue the fight against crime, especially juvenile crime.

INDIAN TRIBE ENACTS CASINO PROFIT--SHARING
TUCSON, ARIZONA ---- THE TOHONO ODHAM INDIANS voted to give every man, women, and child in the 20,000 member tribe, a $2,000 share of casino profits every two (2) years despite warnings it will wipe out the reservation's savings.
About 89 percent of the tribe's 7,400 registered voters cast ballots with 1,575 voting in favor and 1,254 against. Turnout in Tohono O'odham elections is usually about 30 percent.
Such payouts of casino profits are allowed under federal law but require approval from the Secretary of the Interior.
