Arsenal was the temporary leader of the Titans due to an unexplained Absence. When Dick showed up with the Justice Lords to anounce there takeover of the world Roy knew something fishy was going on. He asked someone close to Dick to see what was going on. Barbra was all to happy to help. Batgirl is an inside agent for the rebels. When Barbra learned of how dark Dick's heart had become she was inwardly crushed. She pertends to be Dick's girl friend to get information not allowed to lower Justice Lords, but in fact she has started to fall for Roy (Roy being the only non Justice Lord she has regular contact with). Only Roy and Barbra know about her bing his inside informant. Aquaman relys on Roy's "inside contact" as he calls her to others to protect so that no one can spill the beans if captured and tourchered. Roy has had feelings for Barbra for years, but put them aside for the greater good when he asked her to take on this most dangerouse of missions. Roy fights for a day when Barbra's services are no longer needed on the Watchtower.
