Black Lightning was one of the original members of the Outsiders and joined the rebels when he learned Batman had. He had been underground since the Outsiders were disbanded by the Justice Lords ( a very bloody disbanding at that.) He, Halo, and the rest of the survivors went underground making small raids against the lords but always in secret. Basically the underground Outsiders were the first rebellion and paved the way for the Justice Rebels.
