The Marcusburg Accords

August 17, 2000

This doucment hereby terminates all hostilities in the Pyrrhic War. The Republic of Samchorage (from hereon referred to as "Samchorage") and the Empire of Rattanjeetland (from hereon referred to as "Rattanjeetland") must comply with the terms of this document or face swift military action from the Great Republic of the Marcusburg Empire (from hereon referred to as "Marcusburg"). Other powers, notably the Republic of Lindsholm (from hereon referred to as "Lindsholm") and the Empire of Portalto (from hereon referred to as "Portalto") are urged to accept the accords. Refusal will result in deterioration of diplomatic relations with Marcusburg.

1.0. The Territorial Accord
1.0.1 Samchorage retains all captured Rattanjeetland territories with the following exceptions:
1.0.1.1 Lindsholm receives control of the Cape War Peace Monument, the Rattanjeetland Civilian Aircraft Factory, the Alto Mint, and the fire station.
1.0.1.2 Rattanjeetland will regain control of the International Airports following an extensive renovation and a six-month lease by Marcusburg after the renovations are completed. In the meantime, Marcusburg will administer the Airports Authority.
1.0.1.3 Marcusburg receives special rights in the militarized Rattanjeetarr Northwest Prime Province, which will be returned to Rattanjeetland.
1.0.1.3.1 Marcusburg retains final say in use of Rattanjeetland armed forces stationed here.
1.0.1.3.2 Marcusburg possesses the right of unlimited access to these troops with or without the consent of the Ethnarch.
1.0.1.4 Rattanjeetland regains control of the fusion power plant.
1.0.1.5 The captured Adiposia becomes the Rattanjeetland Embassy in Samchorage.

1.1 Rattanjeetland gains free access between its two Primes and its New Colony through Marcusburg territory as long as it remains a Marcusburg protectorate.

1.2 Portalto retains control of the Former Empire of Jamilistan.

1.3 Samchorage must accept incoming Jamilistan refugees through the construction of an International Red Cross Medical Mission in New Hope North supervised by Congressional Parliament.

2.0 The Military Accord
2.0.1 Rattanjeetland is barred from all future conscription.

2.1 A joint council, known as the "Eisenlard", whose purpose is the establishment and maintenance of peace and goodwill between Samchorage and Rattanjeetland will be constructed in captured Rattanjeetarr territory. This council will be contacted before any action directed to one party from the other is taken. Marcusburg will assume the seat of independent arbitrator in the Eisenlard should the two parties come across difficulties in resolving bilateral disputes.

3.0 The Economic Accord
3.0.1 Rattanjeetland pays Samchorage 300,000,000 altos in war reparations once the Congressional economic embargo has ended. Marcusburg will loan Rattanjeetland funds as needed for reparations and reconstruction (150,000,000 altos). Samchorage will repay Marcusburg loans with a percentage of the money it receives from war reparations. Rattanjeetland must pay the funds back with 10% interest compounded monthly. Each payment, made weekly, is a percentage, determined by the randometer, of the per capita income multiplied by 1,000. Until Rattanjeetland clears itself of debt, the Ethnarch may not renounce protectorate status from Marcusburg.

3.1 Only as a Marcusburg protectorate will Rattanjeetland receive special "economic revival grants" equal to two civilian structures built immediately. These grants will be supplied to the Ethnarch if requested. A maximum of one request per week is permitted. Structures built with the grants will increase per capita income and make Rattanjeetland economically sound and prosperous. In order to qualify for such grants, the Ethnarch must agree to forfeit the right of renunciation of protectorate status for two weeks following full repayment of debt if the debt has not yet been repaid at the time of grant issuance. If the debt has been repaid at the time of grant issuance, the Ethnarch must agree to forfeit the right of renunciation of protectorate status for two weeks following the date of grant issuance. These grants need not be repaid.

4.0 The Miscellaneous Accord
4.0.1 Samchorage constructs a Monument of Regret of considerable size for its wanton slaughter of civilians in the Pyrrhic War.

4.1 Samchorage refrains from constructing a monument commemorating its victory in the Pyrrhic War.

5.0 The Accord of Last Resort
5.0.1 Revision of the terms of this document requires the consent of Rattanjeetland, Samchorage, and Marcusburg. Terms pertaining to other powers need not involve Rattanjeetland or Samchorage but with the power in question and Marcusburg.
