The Zero Percent Rule

Currently countries that have over 90% of their population in refugee camps or that have over 90% of their structures destroyed by civil unrest are repossessed by CP and auctioned off. CP also reposseses land to be auctioned off from countries that go bankrupt. However, some countries have managed to have their approval go down to 0% withot meeting any of the established criteria to allow outside intervention. If a country has 0% approval then no one in the country is loyal to the leader, and hence their leadership should no longer be recognized. Thus CP proposses that:

If a country reaches 0% approval then CP will remove control of the country from it's leader and auction off the country in accordance to the rules of auction. The money will go to the World Bank, and the winning country must annex the newly acquired territory.
