Currently the World Bank is accumulating money, and to this point no one has submitted any formal eligible requests for financial assistance. Thus CP proposes the following:

Every three months, ie after each congress, CP will give a tax rebate to all nations that submitted a build request in the most resent build queue. Two thirds of the unused funds in the World Bank will be distributed as follows. The total money available is divided by the total number of great, major, and middle powers and twice the number of emerging powers. Thus the money is split evenly between great, major and middle powers, but emerging powers get a rebate twice as large.
