"The horrors witnessed in the War of 2K1 are the most vicious in history. Motivated by pure avarice, this war has been despicable and disgusting. Any civilized person would look upon this conflict as having been unnecessary and exceedingly tragic. Over 1.7 million lives have been lost. Casualties were indiscriminant as they spread over individuals of all peoples, ages, and genders.

"The Congressional Parliament has been rudely sideswiped throughout the duration of this conflict. From the beginning of the war to its end, no party has consulted the Secretary-General or any official from the organization. The crisis created from the announced abdication of the Supreme Viceroy of Lindsholm may have been resolved through a Congress instead of the military action which the Phoenix Confederacy undertook.

"Escalation of the conflict could have been avoidable had Marcusburg not intervened militarily and gone through Congressional avenues instead. Finally, in the Riksholm Treaty, terms were imposed on the Congressional Parliament. These terms are a clear violation of the rights and powers of the Parliament as they not only dictate the actions which may be undertaken by the Secretary-General but also restrict the abilities of the Parliament. All parties of the Riksholm Treaty have committed an illegal action via agreement to Article VIII of the document.

"The Secretary-General reserves the right to charge any nation with a war crime. However, in the interests of peace, the Secretary-General shall not place formal charges. Nevertheless, the Congressional Parliament cannot be silenced in such an illegal and distasteful manner. Therefore the Secretary-General shall indict but not prosecute the following nations.

"The Republic of El-Hussaq, the Republic of Kamograd, the Empire of Rattanjeetland, and the Republican Empire of Samchorage have been indicted for aggression. Although many other actions by other powers were questionable in the war, the indictments against the mentioned powers are proven beyond a shadow of a doubt. To reiterate once more, in the interests of peace, the Secretary-General shall not prosecute these nations. However, it is the goal of the Parliament to publicize their aggression for all to see in hopes of disapproval from the international community so as to shape some form of deterrence.

"A truly disturbing trend revealed by the War of 2K1 is the growing ineffectiveness of the Congressional Parliament in fulfilling its mandate, that is, protecting the sovereignty of all member states and encouraging international cooperation. Therefore a third objective has been added onto the mandate of the Parliament, that is, to halt aggression.

"The means for fulfillment of this additional mandate shall be the implementation of the Defensecorps, whose development was interrupted by delays and prior engagements. All nations are urged to participate in this multilateral peacekeeping force as soon as possible. The Congressional Parliament believes that the Defensecorps may have changed the course of events leading to the War of 2K1.

"Aside from matters of an international focus, domestic issues are under consideration by the Parliament as well. Congressional inspectors were sent to every nation which participated in the war and have now returned with their report regarding reconstruction costs.

"Starting from suffering the most damage to the least, the Great Republic of the Marcusburg Empire has a reconstruction cost of 2,770,000,000 altos, most of which is the result of the destruction of expensive military facilities.

"The Republican Empire of Samchorage is second with 875,000,000 altos worth of damage, mostly arising from the destruction of the Lipasia military facilities.

"The Republic of Lindsholm requires 853,900,000 altos worth of reconstruction, in part to rebuild a destroyed civilian suburb. The targeting of the suburb was most likely intentional.

"The Empire of Rattanjeetland has a total reconstruction cost of 1,975,000,000 altos although 1,215,000,000 altos worth of damage is carried over from the neglect of the Ethnarch to repair damaged structures in the former Republic of Kamopolis as a result of the Creosos War. Damages as a direct consequence of the War of 2K1 amount to 760,000,000 altos.

"The Republic of El-Hussaq has 345,375,000 altos worth of damage, including a destroyed suburb.

"Finally, the Republic of Kamograd has a reconstruction cost of 245,000,000 altos. The current status of Kamograd is unknown as the Supreme Viceroy has not yet transferred control to the President of Kamograd in exile in Jenneva.

"The Secretary-General prefers that Lindsholm returns control of Kamograd to its rightful president. Although the Congressional Parliament does not sanction the Riksholm Treaty, it encourages its implementation as soon as possible for the sake of peace.

"As a final note, the Congressional Parliament is not a vestigial organ of a lost era. Its absence, as a result of the actions of the participants in the War of 2K1, demonstrated the ultimate consequence when an international organization dedicated to peace is ignored. The War of 2K1 and the Treaty of Riksholm set a dangerous precedent in international affairs. If the Congressional Parliament is castrated of its power any further, a lasting peace is rendered impossible."
