Not enough troops? You can always draft the able-bodied citizens of your country to fight for you. During peacetime, a conscript costs as much as a regular soldier to maintain but when war breaks out, you won't have to waste time enacting conscription (possibly repeatedly in order to round up all those draft dodgers). During wartime, conscription is free.

A conscript can do everything a normal soldier does but suffers a 20% fighting penalty due to inexperience. Conscription is also unpopular and your approval rating drops by 5% for each time you conscript no matter if it's peacetime or wartime.
