If you're going to war, the honourable and respectful thing to do is to let the enemy know you're going to attack them. Why should you care? Because your people will look upon you unfavourably if you don't serve them notice that they're going to be involved in what may be a long protracted battle (i.e. your approval rating might drop). A declaration of war counts as the first event ('Pearl Harbour Event') in wartime.
