PEACETIME: A PROVINCE WITH NO GROUND TROOPS IS DEFENSELESS - Unlike other branches of your armed forces, ground troops can move anywhere in territories you control. They are assumed to be everywhere in a continuous stretch of land you control. If your territories don't form a continuous stretch of land, you need the permission of other countries along the way to move troops around legally. Doing so without permission may be interpreted as an act of war.
WARTIME: THE ENEMY MAY AUTOMATICALLY ATTACK TROOPS IN TRANSPORT - Transporting troops from one part of your domain to another comprises an event in wartime.
