The Hongolian government has released to the public this communication originally addressed to the Great Powers at the Congressional Parliament.
From my understanding of the current situation, Soozhou is now a mandate of Herwan. I am very happy for the people of Soozhou for Herwan has proven he is [a] capable leader, providing his people great leadership and direction. I wish all the best for the citizens of Soozhou.

This leaves the people of Ichiben still leaderless, even though the leader [of] Herwan has made claims Ichiben is also a mandate of Herwan. Without substantial proof and the leader of Ichiben in the jungles of Exortus and an unknown return date, the people of Ichiben will continue to suffer and possibly revolt in response to the apathy of the leader of Ichiben. I feel I can provide the citizens positive leadership and help their country grow and prosper like Hongolia has. I understand some nations, such as Octavon and Igoslavia have very valid concerns of Hongolia and its future plans which I would like to address.

Firstly, Octavon is assuming many future actions of mine which are untrue. “Hongolia speaks of responsible determination, well what the country wants are [building rights and money] that are up for grabs.” My only goal was to help the people of Ichiben and Soozhou. Had I wanted the structure points and money, I would’ve just walked into the two countries and taken it without permission. I would not have gone to the trouble of notifying the leaders, nor asking the Great Powers.

Understandably, Octavton is concerned about the welfare of his country. “If Hongolia builds [it] will expand with an unfair advantage over Herwan, Igoslavia, and Octavton, caging in three very flourishing countries. Hence, his takeover would be a violation of responsible determination hence he would be hurting three very responsible countries.” I would definitely not want to harm my allies by “caging” them in. I would develop Ichiben northward so that all countries will have room to expand. There has been no indication of Hongolia trying to suppress Herwan, Igoslavia, and Octavton. All 4 countries are intimately tied in the TXE, an economic alliance developed by Hongolia and Octavton to help aid everybody in Terra Exortus prosper. If Octavton is concerned of my intentions on expanding Ichiben, I can sign an agreement on the expansion plans that would be acceptable to Herwan, Igoslavia and Octavton so that no country is “caged” in. Also, if Octavton is concerned with the money that Hongolia would obtain in obtaining control over Ichiben, I would gladly accept and independent auditor to ensure that all the money would be spent on the betterment of Ichiben.

Again, I would like to reiterate that I would love to see everybody on the Mapp prosper. Since the practice of 'Responsible Determination' has been sparse on the Mapp, I thought my actions were appropriate (contacting country leaders, asking for Great Powers' approval). I understand the valid concerns of neighboring countries so I want to ensure that all countries which are directly and indirectly involved are satisfied with the proceedings.

Octavton offers 2 options in regards to the situation. Firstly, Octavton “suggest[s] that Ichiben and Soozhou be left alone, their land will be [built] over eventually and the people will become part of responsible countries”. By these statements, [the Principal Councillor of Octavton] is making it clear he does not care for the people of of Soozhou and Ichiben. 'Eventually' is not good enough; these people are suffering under their respective apathetic regimes. With Herwan taking control of Soozhou’s affairs, Soozhou is bound to prosper. I feel I can help the people of Ichiben prosper. The other option Octavton offers is “they can become provinces of Octavton, Herwan or Igoslavia, without giving any of them the start up privileges, this way the balance of power doesn't shift, and no responsible country is harmed.” Again, [the Principal Councillor] shows no care for the citizens of Soozhou and Ichiben. Without the privileges for being a new country, the people of Soozhou and Ichiben will not be able to prosper immediately, which is what I want the citizens to enjoy. The people will continue to suffer without swift action.

Thus, I continue to push my motion of Resolution 19 for the country of Ichiben. If other countries would like, I would officially sign to specific details of the expansion plans for Ichiben so that no country is harmed in the progress and that all countries will be able to expand. Also, internal auditing will be accepted so that there will be no mismanagement of Ichiben funds.
