President El Cid II... is out of the country on a vacation, [but] in his first reaction to the war, [he] was [quoted] as saying, "This is a very sad day in the history of the Mapp and the Phoenix Confederacy[;] in particular I am deeply sad[dened] and disappointed to see the [members of the Confederacy] fight among[st] [one] [an]other. El-Hussaq will remain neutral at this time and calls on all parties for [an] immediate ceasefire and negotiations.
