"First and foremost, we would like to formally congratulate Herwan on winning the right to host the prestigious 2005 Jeetanic games.
"However, we hold grave reservations over the way by which these games were awarded. As per the voting results, one must notice that the Herwanese won the games through the six to seven votes held by the Pacific Exchange - the Herwanese power bloc.
"If one were to negate the effects of bloc voting, the results would have been much different. Jenneva would have won the Jeetanics with three independent votes.
"Marcusburg has chosen to exercise only one vote as a principled stand against bloc voting and its detrimental effects on international democracy. With our eight votes, we could have artificially inflated votes for Jenneva, thus nearly ensuring Jenneva's victory.
"However, we are hopeful that the Jennevans will appreciate our position and that they will appreciate losing with nobility and dignity rather than being handed a hollow victory.
"We hope that this most deplorable example of bloc voting compels the international community to support our proposal of Proportional Representation to ensure that such travesties of democracy do not occur again. We are counting on your support in the Congress of Hongolia.
