UNOFFICIAL DRAFT OF STATEMENT FROM THE YACHTFEW
September 28, 2002

For starters, we want the current Secretary-General replaced to symbolize a new era for Congressional Parliament (CP). Then we want to see the responsibilities of CP given to another authority (i.e. someone else). We hope that this new person (the ‘President’) infuses new blood into CP and turns it into an organization with teeth instead of a ‘lame duck’ institution.

However, to make sure this elected President doesn’t go crazy, we need a Governor General-like person who will stop him or her in case he or she does. We feel that this person should be the Deputy Secretary-General (a.k.a. the Administrator) because he has the expertise and know-how of someone well-versed in Congressional affairs. Therefore he should have a good grasp of what’s appropriate and inappropriate for CP to do. As well, we know that the current CP can do a good job of leaving things alone so he shouldn’t be stopping the President at every step unless if something really unacceptable is going on. The general public consultations means that the Deputy Secretary-General has to talk to other countries to make sure he has overwhelming support to stop the President because he is ultimately the last hope for the people if the President does indeed go insane. Hopefully the Deputy Secretary-General will never have to use his power, and judging by previous trends he wouldn’t want to anyways, if a responsible and intelligent President is elected.
