"It is with deep reluctance and sadness that we, the people of Marcusburg, have no choice but to invoke Responsible Determination on the great nation of Samchorage.
"Our involvement with Samchorage stems from its President who had originally approached us ready to cede his entire empire to Marcusburg. He felt that Samchorage had too long been a victim of history - the economy was shackled by unjust enemy embargoes, the military had been suffocated by foreign red-tape, and the President's personal energy was continuously sapped by the constant threat of aggression from abroad.
"As a historic friend and ally, we were horrified at the prospect of Samchorage's demise. We thwarted his abdication by using all means within our power to redress the problems of history. We paved the way for Samchorage to trade with the entire world, we successfully argued for the abolition of all restrictions on the country's military, and we brokered a deal to grant Samchorage friendly observer status in the most powerful alliance in the history of the Mapp.
"As a result, today Samchorage is a prosperous economic powerhouse. But without strong and decisive leadership, this economic miracle will not last. The Samchoragean boom is a natural consequence of the country taking its rightful place on the Mapp after years of artificial stagnation. In other words, it is entirely independent of the Samchoragean President.
"In return for our assistance, the President was to use his revitalized nation to improve the lives of his people. Should he encounter difficulties, we offered to provide economic advisors who would supply advice when requested. The President has ultimately failed to deliver.
"It is certain that the country will fall behind. As the Samchoragean treasury continues to grow (pushing up international inflation), and as the President continues to neglect his people (betraying their confidence and trust), Samchorageans will become angry and disenfranchised with their lives as the rest of the Mapp surges ahead. Riots, demonstrations, and even civil war awaits Samchorage. With its large military and technologically advanced arsenal of weapons, the prospect of Samchorage spiralling dangerously out of control threatens the safety and security of the entire world.
"And as it stands, we cannot do anything about it. Our hands are tied by the President's apathy and lethargy. We stand on the sidelines frustrated at the President's squandering of his country's newfound energy and strength. We stand frustrated at his reckless apathy that puts not only his country at risk, but also the entire world.
"The people of Marcusburg have shown extreme patience and dedication to Samchorage. We've gone to great lengths to make ruling the country as easy as possible for its President without compromising Samchoragean independence and sovereignty. But our strategy has ultimately failed.
"Therefore we have no choice but to change tactics. If we are to save Samchorage, we need to save it from its President. And that is why we are requesting that the Congressional Parliament and the world help us take steps to do exactly that.
"We hereby ask permission to temporarily transfer the leadership of Samchorage to Marcusburg. An international conference would then be held shortly afterward to decide how best to deal with the situation. Any country would be be free to attend and any idea would be entertained.
"The status-quo in Samchorage is unacceptable. The world has the opportunity to act now before the country careens ever faster towards disaster, dragging the rest of the Mapp with it."
