1. Free trade pact amongst the signing nations.
2. Signing nations will not place any tariffs on another signing nation that exceed tariffs placed on non-signing nations, unless they are to match tariffs placed on themselves. Hence:
a) If a signing country places a tarrif on a non-signing country they must also put a similar or larger tarrif on non-signing countries.
b) If a signing country is subject to tarrifs from another signing country, they may match the tarrif without increasing tarrifs to other countries.
3. Signing nations remain autonomous and sovereign. They are free to make economic and military alliances with other nations.
4. Non-agression pact amongst signing members.
5. The Neo-Civic agreement is non-military in nature, and signing members are not responsible for military activity of other signing nations.
6. Signing members when making military alliances with other nations shall include clauses that excempt them from attacking other signing members.
7. The Neo-Civic Agreement takes prescedence over other agreements.
8. Violators of terms of the agreement are subject to economic sanctions.
9. The Agreement is to be re-negotiated in a yearly basis, or by 100% concensus of all signing members.
