"The O.C. would like to formally congratulate Herwan in winning the bid to host the Jeetanics. At the same time the O.C. would like to express concern about the way the voting system works. During the bidding competition, a country which we shall not name, offered to sell its vote and the votes of various other countries to the O.C. The OCHR refused the offer, and was alarmed by this. One, it showed how some countries have a disproportional amount of power due to the quantity of nations they control. But more alarming, was the fact that there exist many nations who only appear to be independent, but that are actually under the table mandates. This is even more concerning, because under the table dealings are harder to control. In the case of the bidding, the country that approached the O.C. in offered to sell the votes for countries to which it had no official affiliation, yet the leader claimed that it could decide for all of them. And in fact in the results it showed that they voted as a block.
"Because of these circumstances, the OCHR supports the Marcurian proposal for proportional representation, because we believe that it the only way to compensate for this under the table deals, and links."
