The Kamostopol Question
Once an issue on the front pages of newspapers around the Mapp, the plight of the Kamostopolian people has been shoved into the back of people's minds as the War of the Three Great Powers preoccupies the international stage. Nevertheless, diplomats have been hard at work behind the scenes to find a solution to the Kamostopol Question.
The complex issue stems from the Buenos Altan invasion of Kamostopol, a quiet land of nomadic warriors surrounded by civilized Siggary. Claiming that the warriors were threatening Neonoe, Lord Somerset ordered his elite forces to action on September 15, 2001. Many Siggarians claimed that Buenos Altos invaded Kamostopol to exploit their desire to relocate that country as its central location within Siggary was a nuisance.
Subsequent negotiations between Buenos Altos and Siggary turned nasty but eventually the territory was sold to the Queen for a measly 330,000,000 altos on the night of September 29th. However, while the negotiations were underway, the Chieftain of Kamostopol managed to leave his country and abdicate to President El Cid II of East El-Hussaq.
Upon hearing word that the Queen's forces were amassing to enter Kamostopol, El Cid II issued an ultimatum to Siggary demanding that she leave El-Hussaqi land. Both nations were on the brink of war. However, a series of quick impromptu meetings yielded an agreement that stated Kamostopol would become a temporary Congressional mandate until the Congress of Pauldelphia opened.
On November 11th, voting in the Congress closed and the member-states of Congressional Parliament decided to restore Kamostopol to the Chieftain, thereby frustrating Siggarian and El-Hussaqi efforts to acquire the territory. Nevertheless, both nations respected the Parliament's decision and helped in the international search for the Chieftain, who had disappeared during this time.
Eventually, the Chieftain was found at a casino in Samchorage, where he had grown rich by playing blackjack and roulette everyday. After stopping off at the track in Free El-Hussaq, the Chieftain returned to his impoverished country in December and slowly assumed control of internal affairs.
Wanting protection from the interests of foreign powers, the Chieftain contacted the Prime Chancellor of Marcusburg and requested that he take control of Kamostopolian foreign affairs and military defense. The Prime Chancellor was sympathetic to the plight of the Kamostopolian people and agreed to the so-called 'Tectonic Agreement' in late December.
However, the terms of the agreement remained confidential and were not implemented until January 18, 2002 when secret trilateral meetings between East El-Hussaq, Marcusburg, and Siggary wrapped up when all three sides agreed to the so-called 'Three Points Document'.
In the statement, the three parties stated their intent to respect the sovereignty of Kamostopol; the creation of an informations commission between the three nations to inform each other of changes to Kamostopolian foreign policy and military defense; and that East El-Hussaq and Siggary fully support Marcusburg control of Kamostopolian foreign affairs and defense.
Many analysts hope that the Tectonic Agreement and the Three Points Document will finally bring the Kamostopol Question to a close.
