When the Congress of Jäbourgh ended on March 2, 2002, it was decided that the nation of Jared would be economically embargoed due to its decision to send troops into Lesser Buenos Altos ('non-annexed') during the War of 2K2. However, Denisia and Novara were also charged with aggression by Gorditas as a result of the move. In the actual Congress, there were an equal number of votes arguing to accommodate and economically embargo the countries. In accordance with international law, the deadlock would be resolved in the Great Powers Forum.

When the Forum convened on March 4, the results were striking. Although a number of powers had voted against Jared in the actual Congress, only GX nations voted to punish the remaining Hanseatic countries. Because of their majority in the forum, Buenos Altos remained in GX hands and Denisia and Novara were economically embargoed. Effective immediately all non-Hanseatic nations cannot trade with the League.

Amidst such bloc voting, a firestorm of anger erupted from Jared. Most of the frustration was directed at Marcusburg, which was considered to be a moderate in the GX. While Jared-Marcusburg diplomatic relations reach an all-time low, residents in Denisia are reported to be gravely offended. Even though most powers are not speaking out against the GX, there are rumors that international sympathy for the League is strong despite the general apathy towards Jared's plight.
