A Congress and Treaty Converge in Confusion

Consulplatz Partially Ratified

COLONIUS, MARCUSBURG (CP) - After weeks of haggling, bargaining, and negotiating, the Consulplatz Treaty, which shall end the previous war has been ratified by the major players in the peace process. One notable exception was the consent of the President of the Republican Empire of Samchorage.

The treaty has been partially ratified by Gorditas, Lindsholm, Marcusburg, and Rattanjeetland. Before ratification however, the Ethnarch of Rattanjeetland made a startling move by unfreezing the Kamogradian treasury, currently held in trust by Congressional Parliament. The Ethnarch exercised his right over the funds, as stipulated by the Confederate constitution, and used the money as a bargaining chip in peace talks.

Since the Republic of Kamograd no longer exists, a proposal was reached by which the Ethnarch would cede A1,250,000K to the Platinum Nexus and retain A500,000K for Rattanjeetland, while a restored Samchorage would receive the rest. However, after lobbying from the Prime Chancellor of Marcusburg to grant Samchorage a concession, there are renewed efforts to rework the financial portion of the Consulplatz Treaty, hence the treaty is only partially ratified.

Territorially is where the major participants in the war would reap their rewards or suffer extensive damage. Lindsholm is set to gain all of Kamograd Prime and a large majority of Samchorage Metropolis. Gorditas is set to gain 3/4 of Samchorage Terra Nova, its Lipasian lands, and a bit of Kamopolis. Wendorra la Vella is set to gain 1/4 of Samchorage Terra Nova. Marcusburg is set to gain the remainder of Kamopolis and Samchorage New Hope North and South although the majority of the New Hopes shall be restored to Samchorage. Rattanjeetland is set to gain Kamograd Terra Nova, but Gabishire province shall be ceded to Marcusburg as compensation for an attack on a joint Marcusburg-Lindsholm superbase.

As well, Samchorage would lose its Great Power status and all surrendered Confederate powers would become Rattanjeetland protectorates. Since the treaty was partially ratified by Gorditas, Lindsholm, Marcusburg, and Rattanjeetland on August 5, 2001, Samchoragan Great Power status may have been lost before the Congress of Jared ended. The issue of whether or not the four powers can impose the treaty without Samchoragean consent is before the law courts. The outcome of the ruling is sure to affect the results in the Congress of Jared.

A draft of the treaty shall be publicized as soon as the treaty receives complete ratification. A ruling by the Law Courts is expected sometime during the week.

Congress Fallout

IMPERIALIS, MARCUSBURG (CP) - A surprising number of issues in the Congress of Jared have been deadlocked and a vote in the Great Powers Forum is required to resolve those issues. However, the current composition of the Forum is unclear as Samchorage's status as a Great Power is uncertain as a result of the partially ratified Consulplatz Treaty. A ruling meant to clarify the uncerainty is expected by the Law Courts sometime in the middle of the week.

In addition, to further complicate matters, after the Congress of Jared ended, an urgent fax from Samchorage was received in the Office of the Secretary-General indicating that the Samchorage ambassador, if he could, would veto a number of issues.

The Samchorage ambassador has indicated that a veto would be exercised over issues 1, 2, 6, and 7. The action would effectively mean that Wendorra la Vella and Samchorage do not have to be economically embargoed while Gorditas and Rattanjeetland are denied Great Power status.

CP Halved in Size

IMPERIALIS, MARCUSBURG (CP) - At 12:01 AM on August 6, 2001, the Secretary-General of Congressional Parliament carried true on his promise to suspend the statuses of member-states that did not vote on the Congress of Jared. Four days before the end of the Congress, the Office of the Secretary-General reported that only three nations had voted, and two had voted incompletely.

For those who had not voted, the matter was simple. Their Congressional statuses would be suspended. As a result, the following nations are in hot water: Bendover, Janettown, Jangstown, Jared, Josephville, Miketon, Natharctica, Novara, Smartaford, Wendorra la Vella, Bernicia, Buenos Altos, East El-Hussaq, Jenneva, Jollywood, Lizbonn, Matthewopolis, Nemangrade (although this nation's existence is uncertain), New Weimar, Shannli, Vaticon City, and Wilhelmplatz. The mentioned nations may not vote in the next Congress or partake in any Congressional institutions until the next Congress has terminated. Any nation wishing to appeal its suspension may do so by contacting the League of Appeal.

For nations that gave an incomplete vote, their Congressional statuses shall be before the Law Courts. A ruling is expected sometime in the middle of next week. These nations include Dickens Peninsula, Pauldelphia, and Rattanjeetland. Already, the Imperatore of Pauldelphia has implied that he shall publicize his situation to the League of Appeal via a press release.
