Galactic Investigation Services

Agency History: The creation of the Galactic Investigation Services is one of the singularly most creative, controversial, and colorful chapters in the Inter-Planetary Alliance (later the United Worlds Alliance, then the United Galaxies Council) history- and it’s still being written. After the final Invid Armistice, the remnants of Terra’s FBI, GMP, GRU, InterPol, and similar agencies were collected up and placed back “on the job”; Catching bad guys, regardless the cost. They were also given hundreds of RDF-Era Destroids, ASC-Era Battloids (both Southern Cross and Russian), a few *VT Cars* and a couple thousand cars of every description- Some of which actually RAN.
The first people they found themselves hunting, unfortunately, was each other. More precisely, they found themselves tracking down rogue cops. One of the most infamous, Janice “MsKitty” Ratchinski, had been a teacher when Red Sky fell; After that, she became a constable of Ashford City, Australia. The man hunt to catch her would leave in it’s trail many dead and wounded officers.
Legal or not (the point is still being debated), it was DONE, and the process of bringing criminals to justice began once again. As Sentinel Worlds entered the IPA/UWA/UGC, whatever law enforcement agencies they had above the regional (roughly state) level were absorbed into the then-titled General Investigation Services (this changed to Galactic Investigation Services with the act changing from the UWA to the UGC). Only two agencies in the history of the UGC have been disbanded- The TGE, who’s image problems lead to their disbandment (most of their officers would join the GIS, though some reformed the TGE as a private, for-profit Private Investigations Agency) and Steiner Imperial Authority (!&); Under the terms of Armistice, IA (!&) was to be disbanded, their officers retired at FULL pay (no restrictions), and the UWA would pay for it (yet another Steiner Empire temper tantrum). An exception was made for those would WANTED to join the GIS- they would be grandfathered in- With their retirement clock restarted. (Since most of IA (!&) did, in fact join the GIS, this proved to be a major screw-job to them.)
The GIS is now the PREMEIR law enforcement agency in the UGC; Every region has at LEAST one office (usually in a larger Federal office complex), investigating domestic espionage and terrorism, kidnappings, organized crime, tracking down fugitives and cop killers (GIS involvement is MANDATORY upon a police officers death, both to catch the perpetrator AND to ensure the locals don’t kill him on sight), police abuse/misconduct/corruption, and assisting local authorities at their request (the GIS takes lead in the case whenever co-operation other than forensics laboratory assistance is requested).
NOTE: a lot of local cops don’t like the GIS; Reasons vary, but there’s a definite UNFREIENDLY rivalry.

Criminal Forensics Laboratories: Each system has a criminal forensics laboratory, capable of a full range of testing.
Automated Fingerprint Identifications System (AFIS): Every person ever fingerprinted has a copy of their prints in AFIS; This includes military personnel, police/fire/EMS, health and child care workers, etc. Prints for known deceased persons are removed from the active files and placed in a separate, inactive system on Data Chips.
DNA File System: Like AFIS, every DNA profile ever obtained is put into the system. Profiles for known deceased persons are removed from the active files and placed in a separate, inactive system on Data Chips.
HERT: Hostage Extrication And Rescue Teams; The GIS’s SWAT Teams.
MAST: Mobile Armored Strike Teams; Super specialized strike teams; A combination of undercover and HERT.
Intelligence Command: A complete dossier on every convicted criminal, senior organized crime figure, domestic terrorist, and foreign spy is included. Under the Government Records Act of 21ØØ, the GIS must, if asked, truthfully tell whether a person has such a record; They do not have to release copies except under warrant, and then only to a judge.
Assets: The GIS has several assets and recourse of their own.

Agency History:

Like the Galactic Investigation Services, the Galactic Information Bureau was formed ad hoc of the remnants of earth’s various intelligence services, to get them off the streets (where a few had become minor crime lords). Unlike the GIS, though, the GIB’s legal status was never in doubt- It was illegal from the get-go.
Many of it’s earlier agents had been agents of now-defunct intelligence services around the globe that, after Red Sky, turned to crime to make a living. Because of his, the early years of the GIB was riddled with scandals and cover-ups. However, soon enough the station corrected itself, and the Bureau is now the most-feared agency in and around the UGC. They even have “Special Operations Division/Field Intelligence”, a quasi-military force that deploys in 2- and 3-man teams to make contact with “Irregular Forces” (insurgents and guerillas) to enlist their support & arrange aid.

Much about the Bureau is secret, including what they are doing, where, and how, although it was long acknowledged that SOD/FI continues to operate on FBX 2155532Ø.
In an illegal and usually unauthorized program called “Outpost 21”, GIB personnel have not only traveled BEYOND the UGC’s legal boundaries (inside those boundaries are actually off-limits for the most part to the GIB), but in fact to whole GALAXIES the UGC hasn’t even begun to explore yet; Consequently, the GIB generally has charts and marker buoys FAR beyond anywhere the UGC has any reason to be yet. It was in fact a GIB vsl that discovered the machine-world XXT-5K, where the technology to develop the VGU-5, VGU-6, and VGU-7 was discovered (along with other new Veritechnology).

Station Chiefs: Commander at any given outpost (usually either an embassy or what appears to be a large corporation; About 98% of the companies employees have no idea what’s really going on).
Field Officers: Field Officers deal with the various spies and traitors the GIB has enlisted; Little, if anything, happens that the GIB doesn’t know “something” about.
Feild Agent/Special Operations Division: The GIB’s own, private, army. They assist enemy empire rebels and insurgents in their own fight.
Other Key Staff (R&D specialists, secretaries, etc):
Translation Specialists: Translators who speak and read another language, monitoring both stolen secret documents and other material, and monitor enemy empire news agencies; One of their biggest coups was to figure out that Seveiron was building a Grand Cannon type project, when a “Help Wanted” add in the capital cities newspaper requested anyone with experience in TIG/MIG welding for a sewer project; Three days before, they had analyzed another shipping order to that “sewer project”, which requested 3ØØ sheets of a metal not useable for sewage (it would have corroded in only a few months).
Interview/Interrogation Specialists: Drawing information out of defectors and senior enemy personnel captured or kidnapped. You can’t hide much from these people.
Information Interception: These people do nothing but listen in on private conversations day and night, recording it all. Most of it’s garbage, though even the seemingly most useless bit CAN be valuable; For example, a Fehran malcont leader was discovered when she got into some phone sex with a slave on an unsecured line. The sexual preferences, it was realized, matched that of a wanted Ator Commandant (the use of Jalmal, a Fehran foodstuff similar to peanut butter, as an appliqué).
Intelligence Analysts: These people take all the data collected by the other personnel and try to make a “picture” out of the little bits and pieces; For example, knowing that the aforementioned Ator Commandant had a peculiar food fetish, then knowing the Fehran Priestess of Inorie had the same fetish; Knowing that a construction process in the jungle was using low-density aluminum, and that a phone number for the project had appeared in a help wanted add for welders on a sewage project; Etc. Of all the GIB personnel, it is usually the analysts who are presented to the public to speak about GIB activities; They also lie a lot.
Research and Development Section: Develop new technologies and techniques to spy on the enemy. Almost all are convicted criminals, serving their sentences out by developing materials for the GIB.
Infiltration Unit: Spies on spies, Infiltration Unit attempts to infiltrate the GIB to see if they can steal UGC secrets. Sometimes they’re successful, sometimes not. When not stealing form the UGC, their attention is turned to infiltrating enemy empires and malcontents.

Galactic Survey Agency


Agency History:
The Galactic Survey Agency was formed under the same act that converted the United Worlds Alliance to the United Galaxies Council. It exists in a strange, dual-state world of military AND civilian; The ships crews are military, but ships staff and security forces are civilian (no Marines are embarked on any GSA vessel during peacetime, and in wartime are passengers only). The ships crew run ships operations (this includes posting and recover of Sentinel Buoys) while the civilian staff run the mission priorities (charting the system, surveying the planets, and assessing them for settlement potential- Even under fire, the ships crew, whenever possible, continues to perform their mission!).
The GSA’s mission is to chart newly entered systems and survey it’s planets; They are not to enter systems that the Clearint Star does not drape over. Once surveyed, the GSA prepares a report on suitability for settlement and resource exploitation; In short, how best to colonize the system, if at all. They also consider environmental factors (“Is the local star about to nova?” “Are solar winds and other ambient radiation toxic to life?”) and “local species population” is one of the planets a possible Core World? If so, will settlement disrupt said development?). As part of this mission, the GSA posts Sentinel Buoys. These monitor and record system activity, allowing the GSA to continue to develop a “working picture” of the system, even years after the UGC has left the system, possibly forever.
In wartime, GSA vessels, especially the Galactica-Class, become Fourth-Rate vessels, towing stricken Capital and other combat vessels (some of which might be SMALLER than the tow ship), serving as hospital and repair ships, ATON maintenance (a CRITICAL mission, and most enemies realize this), escorting other auxiliary vessels (such as the Ryobi-Class cargo ships), post-action cleanup (clearing away debris that may prove to be a hazard to navigation and or health, such as free-floating nuclear and anti-matter reactors), etc. Unlike “most” auxiliary ships, GSA vessels (consisting mostly to the Steinerian Empire-Era Galactica-Class SV’s) ARE expected to enter combat to accomplish their missions (but not beyond that- Only the MONTGOLIFIER-Class ATFRS Fleet Salvage/Repair Tug and EMPORER-Class AGF Command, Control, Communications, and Intelligence Ships are expected to enter combat as combatants).
The GSA, more so than most agencies, suffers from what’s called the “Management/Staff Schizophrenia Effect,” as team members argue that they should only follow the written letter of the models “as presented”, which discourages settlement more often the encourages it, while team chiefs, under pressure from their own higher ups, try to play down the risks and play up the benefits. This has lead, on occasion, to open public hostility, including the resignation of all but three members of Team 48421 after Team 48421 Chief Jerus Colbald over ruled her team, and recommended settlement on an “iffy” planet; Team Chief Colbald was latter promoted very high, eventually becoming an Assistant Director in charge, ironically, of Systems Management (the final authority on what reports are sent to the Council as a whole). The planet in question was FBX 2155532Ø- Her team had recommended against settlement as the original civilization had long-since abandoned the planet (as proven by the overgrown and broken cities) for reasons unknown, but then-Team Cheif Colbald reversed the recommendation due to lack of any evidence of what had happened to the natives. The revealing of the Memorandum recommending against settlement, once public, scandal forced her from office (even though the reason for the decline could never have been foreseen as having anything to do with the insurrection- A fact which even her harshest critics from Team 48421 testified to at Council hearings two years later).

Survey Team Chief (or “Team Chief”); Each survey vessel has a team chief, who reviews and signs the reports. Team Chiefs are under ENORMOUS pressure from higher-ups to open as many planets to colonization as possible, but routinely receive reports discouraging colonization from subordinates.
