Two rival gangs are sparring over the drug table in the Chy-town. During a bloody three-way shootout among the gangs and the police, an officer wrongfully shoots an innocent bystander. Lt. Cusack refuses to join the code of silence regarding the shooting, and he is obtracized by the other cops. But when a young woman's life is endangered, the lieutenant goes alone into the gangsters' lair. Without backup, Cusack fights the bad guys in an armored tank.
