Kiyone was on the fast track to a successful career as a Galaxy Police officer. She graduated at the top of her class, after all. Then, she was assigned Mihoshi as her partner. Since then, Kiyone has had the worst streak of bad luck. Heck, when we meet her in the original OAV (original animated version) she gets killed accidentally by Mihoshi. The fans of Kiyone wouldn't stand for this, and she became a regular character in Tenchi Universe and Tenchi In Tokyo.
Why do we like Kiyone?
Kiyone appears tough on the outside, and pretends to care only about her career, but Kiyone is really a softie who cares about her friends, even Mihoshi. Kiyone is also the only girl smart enough not to fall in love with Tenchi. Who can blame her? Tenchi is not exactly the manliest man. She also doesn't rely on super powers in a fight like the other girls do. She relies on her resoursefulness and wits.
