Macavity is the 'bad guy' of CATS. He is described as 'the Napoleon of Crime' and a 'Monster of Depravity'. Demeter is extremely frightened of him, leading to the theory that he perhaps catnapped her when she was younger. He may have once been a member of the Jellicles, but committed a serious crime and was 'excommunicated', so instead he became the nefarious villian that he is today. Mungojerrie and Rumpleteazer may have once been in his employ, along with all the notorious criminals London has to offer. And whenever a crime's discovered, then Macavity's not there.
